The European challenges. The Globalized or localized Union? The social, cultural and economic transformations of the EU into the world
 
Purpose of the conference
 
The EU is a developed and integrated territory, but the comparison with the growth in Asia and other continents shows that its importance was reduced in the world.
 
The Union knows several internal problems: cultural tensions, economic downturn, demographic decline, military turmoil near the  boundaries and differences between the regional policies.

The objectives of the Lisbon Strategy are only partially realized.
 
The question of the role of the European Union in the world arises through three key issues that will form the structure of the conference:
 
1. The EU is she a global economic player able to invest in the world and impose technological and commercial standards, or, its action is it limited to the Community perimeter?
 
2. The EU is she an international player able to initiate cooperation, negotiate treaties, meet its commitments to democracy and human rights?
 
3. Does the EU is a space for innovation and research able to compete with world powers?

1. The EU economic actor in a globalized world

The European Union, weakened by the subprime crisis and that of the Euro, particularly with a single monetary policy and 28 different fiscal policies, is a key player in the economy world in terms of investment, competitiveness, consumption and production of goods and services.

Did she succeed to implement strategies allowing being competitive in the global economy?
 
The euro, in circulation since 2001, has today become next to the dollar a reference currency in the exchange, but can we say that the EU is a world power with a technological edge, wealth and skilled population with a high standard of living?
 
2. The EU as a global player in a world in crisis
 
The EU, despite unresolved internal problems (economic, demographic, social, or cultural), is playing a leading role in international relations?

What is the scope of its action through the various policies implemented?

- Foreign policy, defence and security, asylum?
- Trade policy and cooperation with third countries?
- Policy towards minorities and social movements, welcome and development?
 
3. The EU as place of innovation and knowledge production
 
The EU continues to develop an innovation policy and works to the creation of a European Research Area. Better orientate territorial policies, education, research in order to bring out new regulations in the current period, suppose at least the implementation of several conditions:
 
The involvement of member states in the implementation of innovation strategies

Innovation at the state level requires greater interaction with other policies: competition, internal market, territory, taxation, education and training, environment, standardization, community patents...
 
Market conditions

The Innovation will only progress if received positively by the market.
Knowledge of consumer behaviour can help European companies to take place on the world market.
 
The structural requirements of innovation poles

Some parameters such as competition, capital contribution, the regulatory environment less restrictive, the existence of a mobile and skilled workforce, of training opportunities, scientific cooperation, and poles of excellence… are required to develop new products or new processes.
 
Call for papers

Paper proposals must be received, first, as summary (1page max) to the email of the coordinator of the host university[[1]]url:#_ftn1 and of   network coordinator[[2]]url:#_ftn2 before December 31, 2015.

The standardized items will be requested before March 31, 2016

The scientific council of the network meets in May 2016 to select communications and establish the conference program.

The communications received after 31 March 2016 will not be retained.

The Conference languages will be English, French and Polish.
